Driving across a tunnel may seem to be dangerous but for this guy, he just wanted to endanger his life. This guy seems to have issues in getting a driver's license so he just thought it would be better to go travel with a cart. No gas, no expense. No car therefore, a driver's therefore a driver's license is not needed.
